Decommissioning & Recycling of Electrical Equipment
1. Background & Objectives
As part of its grid modernization program, EVN retired a large volume of outdated assets—oil-filled transformers, RMU switchgears, ACSR conductors, and electromechanical meters.
The objective was to clear storage space, ensure compliance with environmental standards, and execute dismantling without disrupting power supply.
Toan Cau BN was awarded the full-service package: procurement – dismantling – hazardous waste treatment – recycling.

2. Scope & Key Volumes
| Category | Estimated Volume |
|---|---|
| Oil-filled transformers (22–35 kV) | > 1,260 tons |
| RMU switchgears & SF₆ breakers | > 330 tons |
| ACSR conductors | > 410 tons |
| Electromechanical meters & accessories | > 290 tons |
| Insulating oil | > 38 m³ |
| Hazardous waste (lead paint, rubber gaskets) | > 42 tons |
| Workforce per shift | 5 teams × 24 technicians |
3. Execution Process
- Oil Removal & Treatment – Insulating oil extracted under sealed conditions, preventing environmental leakage.
- Modular Cutting & Sorting – Steel frames and aluminum casings guillotined; copper windings stripped with automatic core-stripping machines, reaching > 98% purity.
- Baling & Transport – Scrap packed to furnace-ready specifications; optimized logistics reduced CO₂ emissions by 17%.
4. Key Results
- Completed 2 days ahead of schedule, with zero unplanned power outages.
- Recycling rate: 98.7% of total equipment weight; only 1.3% hazardous waste sent for specialized treatment.
- Zero incidents & zero community complaints, continuously monitored under ISO 45001:2018 & ISO 14001:2015.
- Significant emissions savings compared to virgin metal production.
